These agencies are listed alphabetically by city within each state. Their toll-free or local numbers are shown.

Many of these agencies focus their efforts on helping low- to moderate-income individuals and charge little or nothing for their services. Other agencies may charge for their services or for certain costs associated with counseling, such as obtaining and reviewing your credit report. Some counseling agencies may be affiliated with specific housing projects and may counsel only those interested in purchasing certain types of properties. So be sure to inquire about any terms and conditions of counseling before you enroll in a program or pay any fees.
